autoriser_outil_configurer_dist retourne un bool plutôt qu'un entier

autoriser_outil_configurer_dist retournait un entier ce qui posait problème sous SPIP 4.2.4 ou la page de configuration du plugin affichait 4 erreurs :

Deprecated: Function autoriser_outil_configurer_dist should returns a boolean instead of integer (casts as boolean). This will trigger fatal error in future versions. in /var/www/sitespip/ecrire/inc/autoriser.php on line 232

En remplaçant l'opérateur & par l'opérateur && à la ligne 286 de couteau_suisse_options.php, le type retourné est désormais un bool.
